About the CCCCA Student Council
The CCCCA Student Council will be developed to enhance
the overall student experience through the CCCCA
organization by supporting the CCCCA school and
promoting Chinese culture, creating new programs and
initiatives to provide leadership opportunities for
growth and interaction, and communicating with the CCCCA
Board on behalf of CCCCA students. These goals will be
accomplished through a structure of elected
representatives, standing committees and officers.

CCCCA Student Council Bylaws

I. Makeup of Council
Representatives:
Qualifications: representatives must be students
attending Middle School or High School and above the age
of thirteen. Election: Each grade 7-12, is entitled up
to two representatives appointed by their student
constituency, that is, by the students in the department
they will represent.
Responsibilities: The responsibilities of
representatives will vary widely with the needs of their
constituency but will include, as a minimum, the
following: representatives are expected to attend
Student Council meetings; representatives are expected
to take an active role in fulfilling the Student Council
Mission; representatives are responsible for encouraging
additional student participation in Student Council
activities.
Executive Officers:
Qualifications: Executive officers of the Student
Council must be chosen among the department
representatives Election: Executive officers shall be
nominated by the Student Council at the first meeting of
the new Council, and voted in by the second meeting of
the new Council.
Responsibilities: In addition to any responsibilities
that an executive officer may have as a representative,
he/she will also have the following responsibilities:
President:
The President shall coordinate the activity of the
Council, and convene and run all Student Council
meetings or delegate another SC representative. The
President shall also serve as primary spokesperson for
the student body at large.

Communicates the needs of graduate students to the
administration

Oversees the operations of the Council as a whole
·
Runs monthly Executive Committee meetings
·
Proposes new initiatives and advocacy topics
Vice President:
The Vice President will assist the President and serve
in the absence of the President

Oversees all CCCCA SC representatives, including
recruitment and orientation
·
Chairs the Nominations Committee, placing student
representatives on committees
·
Liaises with CCCCA Board & student groups
·
Serves as acting president in the president's absence
Vice President of Events:
The Vice President of Events, in coordination with
pertinent Committees, heads various initiatives for
CCCCA teen social, arts, athletics, and Chinese
community events. The goal is to bring people together
and create fun networking and team building events. A
guiding principle of this position is to make all CCCCA
teen students feel welcome and organize events that
appeal to the diverse CCCCA community. Committees for
events are organized throughout the year, calling forth
human capital from the entire CCCCA teen student body.
Vice President of Marketing & Communications:
The Vice President for Marketing & Communications is
responsible for the effective management and
dissemination of information related to the CCCCA Teen
and Student Council and the maintenance of communication
between the CCCCA Student Council and CCCCA members. The
officer is responsible for overseeing the operation of
public relations, marketing, the website, the HGC list-serve(s),
publications, advertisements, and the historical
archive. The Vice President for Communication also
serves as a liaison to the press, peer universities’
student governments, and other organizations.

Insures effective management and communication of
information within the CCCCA and with the wider
community
·
Responsible for presenting the CCCCA in a coherent and
exciting framework
·
Works with the Chinese and local newspaper editors and
the CCCCA Webmaster to oversee the printed and
electronic communication
Vice President of CCCCA & External Community Affairs:
This position is responsible for ensuring that all
possible avenues are used to establish and maintain all
CCCCA relations globally. This includes the CCCCA board,
and local/ national/ global Chinese associations.
Secretary:
The Secretary shall serve as official scribe of all
Council actions and shall record the minutes of all
council meetings and make these minutes available to
anyone.
Treasurer:
The treasurer shall work closely with the CCCCA Student
Council Staff Adviser to provide monthly updates on the
CCCCA Student Council budget. He/she shall serve as an
advocate for the timely and thorough spending of the
annual budget, reports, including any funds allocated to
CCCCA Board from the CCCCA Student Council.

Devises, balances and monitors the annual CCCCA Student
Council Budget, driving preliminary idea generation and
facilitating eventual use of finances
·
Oversees the allocation of funds to student groups by
convening and chairing the CCCCA Funding Committee.
·
Serves on the CCCCA boards to allocate funds for large
and cultural events
·
Forms strategies and alliances, including those with
CCCCA Administrators, to fund ideas initiated to help
improve academic and social life.

II. Meetings
Meetings shall be held as often as necessary but no less
than once every month. They shall be open to all
students age 13 years old and above.

Quorum:
Quorum is attained in any meeting that has been publicly
advertised and has representation from at least three
departments. Participation by teleconferencing
(phone/video) is recognized as formal attendance.
III. Resolution Passing
If quorum can not be attained at a meeting, or a meeting
be convened, a vote can be called and cast through
electronic mail, provided that the matter is thoroughly
discussed, an opportunity for input is granted to the
student body and the results of that discussion are made
public through minutes.
IV. Elections
Representatives must be appointed by the third Monday of
the CCCCA Fall Quarter. Nominations must be submitted to
the Council by the second Monday of the Fall Quarter.
Nominations from each department can come either through
the current representatives or through the students in
the same department. If more than two nominations per
department are received, elections must take place.
Every CCCCA student aged 13 years or older may cast a
single vote.
All Representatives shall serve for a term of one year.
Representatives will be expected to fulfill all
responsibilities of a representative or formally resign
from their position if they are unable to do so. All
resignations or other vacancies created during the
course of a year shall be filled in "Special Elections"
to be held as soon as possible after a vacancy is
announced.
Special Elections: New nominations shall be called upon
announcement of a vacancy by the Student Council
President. If the number of nominations is higher than
the number of vacancies, elections shall be held.
Election proceedings shall match those of the general
elections. Newly appointed representatives will assume
their roles at the closest following Student Council
meeting.
V. Amendments to These Bylaws
These bylaws may be amended by a majority vote at any
Student Council meeting that has: - been publicly
advertised, - at least 5 representatives, - and at least
one representative from each department.
